Police Federation Proposal to Balance Police Budget
· We gave this plan to the Chief Wednesday 2-4-09 (this gave his office a second option idea not restricted by city instructions to implement all cuts in 2009)
· We will present it to the Mayor Monday 2-9-09
· Our plan reduces the budget more than the Mayor’s requirement by $4.6mil.
· Our plan has NO LAYOFFS and NO HOUR REDUCTIONS
· We propose merging MPD, Mpls. Parks and St. Paul Mounted stable and other costs and we have more detail
· Remember: $4.6mil of cuts below do not need to be made in order to meet the Mayor’s requests
· The Federation’s mission is to keep our members fully employed for the safety of our cops and citizens and limit any cuts to other areas that reduce safety.

Federation Holds Emergency ECC Meeting
Approximately 30 ECC members and a number of sworn attended an Emergency ECC meeting Tuesday February 5th. Due to time and the nature of the complaints, discussions were purposely directed towards current ECC working conditions and safety issues for cops and civilians. Assistant Chief Bostrom was invited and in attendance.

Federation and David Haas Team up for Storm Cleanup
David Haas and Federation members teamed up and volunteered to help clean after the August 11 storm that struck Como, Rice Street and the upper East-side. Two teams traveled the areas handing out cold water and lemon-aid and/or cutting (HAAS had the saw and the skill) and dragging debris to the boulevards. We thank the hard working Ramsey County Sheriff’s team that was separately out there with approximately a dozen + volunteers and 3-4 chainsaws. It was great to see all of the neighbors helping each other out. We wish all who received damage from the storm a speedy cleanup.
Fearful and Frustrated - North End
A little over three years ago the cop shop left the Rice Street area and took with it a significant amount of police presence, and left a sense of abandonment in the hearts of the community.
Here is the short version: We believe the Arbitrator uses the phrase “police officer” as the equivalent to “sworn”. The city believes “police officer”(small case) as used in the ruling = the rank title of and only “Police Officer” (big case). What does this matter? It is important because approximately 45 Sergeants and a few Commanders will/won’t get the .5% increase from July 1. Both parties have agreed in theory (wording is being hammered out) to ask the Arbitrator for clarity although he is not required to respond. We will keep you posted. – Be Safe! David Titus
At its February membership meeting, the Saint Paul Police Federation issued its endorsement of incumbent councilmembers: Dave Thune – Ward 2, Pat Harris – Ward 3, Kathy Lantry - Ward 7 and challenger David Haas – Ward 5. Past Federation members Debbie Montgomery – Ward 1, and Dan Bostrom – Ward 6 received their endorsements at the January meeting.
The Federation membership appreciates the great efforts by a number of councilmembers to add officers to the police department. Federation endorsements are unique in that they are made by the membership and not by a political action committee or executive board. We thank and support those candidates who are consistently and sincerely committed to a safer Saint Paul.
The Saint Paul Police Federation represents over 620 police officers and emergency communications personnel.
